Staff, Volunteers

1. Does the director and staff have training and/or experience necessary for the proper care of animals?

2. Does the director and staff have access and knowledge of literature in their field of animal care?

3. Do staff members have a clear understanding of their job?

4. Is the training provided for staff and volunteers adequate?

5. Does the staff use training and discipline tools and equipment? If so, please describe.

6. Describe the staff’s relationship with the animals.

Financial

7. Does the sanctuary have continuing financial support?

8. Does the director participate in fund-raising activities?

9. Is the total support adequate to meet the needs of the institution?

10. Is there an adequate financial reporting system?

General Facilities

11. Does the location of the sanctuary pose any undue hazards?

12. Is the sanctuary accessible to visitors?

13. Is there a regular program of facility maintenance?

14. Is heating and air conditioning adequate?

15. Is lighting adequate?

16. Is plumbing adequate?

17. Are water supplies adequate, and is potable water available?

18. Are the grounds clean and neat?

19. Are buildings in good repair?

20. Does the pest control program appear adequate, environmentally friendly, and humane?

Wastes

21. Is the method for disposal of sewage and toxic/hazardous materials adequate?

22. Are there adequate provisions for the proper storage and disposal of garbage and animal wastes?

Animal Use Policies

23. Does the sanctuary use animals for any commercial purpose?

24. Does the sanctuary allow public contact with the animals?

25. Does the sanctuary use animals in off-site education programs (shopping malls, sporting events,
schools, parades, theatrical productions, etc.)?

26. Does the sanctuary use animals to perform tricks?

27. Does the sanctuary allow the public to feed the animals?

28. Is the sanctuary open to the public? If so, is admission charged, what hours are they open, and are the
animals afforded privacy? Are animals and visitors adequately separated by a protective fence?

29. Does the sanctuary allow the adoption of animals? If so, what are their adoption policies and is a
contract required?

Veterinary Medical and First Aid

30. Are first-aid supplies available to the staff and the public, and is staff trained in first-aid?

31. Is a qualified veterinarian available? Indicate the frequency of veterinary visits and the distance the
veterinarian is located from the sanctuary.

32. Does veterinary care appear adequate?

33. Does the sanctuary have appropriate quarantine facilities for newly arrived or sick/injured animals?

34. Does the sanctuary utilize M99, M50-50, or other controlled drugs? If yes, are appropriate protocols
established for the use of such drugs if a veterinarian is not present, and are the drugs stored in a safe?

35. Does the sanctuary normally perform necropsies and maintain appropriate records on the health of the
animals?

Emergency Systems and Security

36. Is the sanctuary’s emergency system adequate in the event an animal or human is injured?

37. Are written procedures adequate in the event of an animal escape or other emergency?

38. Is fire department emergency service readily available?

39. Are fire extinguishers and alarms available and maintained in good working order, and is the staff
trained in their use?

40. Are animal records protected from fire, flood, and other natural hazards?

41. Does the security program provide adequate protection, and is protection provided 24 hours each day?

42. Is the staff adequately trained in the use of capture equipment and is it readily available to the staff?

43. Describe the type of capture equipment available.

Enclosures and Animal Care

44. Are there adequate procedures for servicing enclosures without causing danger to the staff?

45. Are enclosures of sufficient size and strength to prevent escapes?

46. Are enclosures spacious enough to provide a high quality life for the animals?

47. Do the enclosures provide for the well-being of the animals throughout the year? For example, proper shelter from inclement weather, heat, sun exposure, etc.

48. Do the animals appear to be in good health? For example, are they active, alert, appear to be well fed,
have a shiny coat, an absence of injuries or bite wounds, and are their eyes bright and clear?

49. Are the animals socio-biological needs being met? Is there an enrichment protocol that is in writing
and posted for all staff, and is it implemented on a weekly basis?

50. Are enclosures clean, well maintained, and in good repair?

51. Are enclosure substrates and “furniture” appropriate for the behavior needs of the animals?

52. Do the animals have plenty of stimulus and activity to fill their waking hours?

Animal Acquisition and Disposition

53. Is there a responsible attitude and policy in the acquisition and disposition of domestic animals only to
qualified homes? If wild and exotic animals are kept, are non-releasable animals ever sent to facilities
which are not approved sanctuaries or accredited zoos?

54. Is the sanctuary’s animal acquisition/disposition policy in accordance with relevant legislation?

55. Does the management of the animals appear to conform with the stated acquisition/disposition policy?

56. Describe the sanctuary’s breeding program, if any. Did you observe infant or young animals, and was
there an explanation given?

Rehabilitation

57. Does the sanctuary provide interim care for rescued animals?

58. If the sanctuary is involved in rehabilitation, do they have all required licenses and permits?

Miscellaneous

59. Does the sanctuary collaborate with other organizations?

60. Is there an adequate system for gathering and preservation of appropriate data on sanctuary animals?

61. Are animal diets prepared and stored hygienically, and of adequate quantity and quality, and suitable
for the species?

62. Please review the last two USDA inspection reports.
